Spring Tools 3 Add-On for Spring Tools 4
Attention: This add-on pack provides additional components from the previous Spring Tools 3 generation to be installed into an Eclipse with Spring Tools 4 already installed. To avoid installation issues with overlapping features, this will NOT install everything from the previous Spring Tool Suite 3 into a plain Eclipse. If you want to purely install all the STS3 components into a plain Eclipse, please use the specific marketplace "Spring Tools 3 (Standalone Edition)" entry for that.
The Spring Tools 3 contain the previous generation Spring tooling for Eclipse, mostly focused on working with Spring apps configured using XML and providing validation support for various additional Spring projects, like Spring AOP, Spring Webflow, Spring Integration, etc. This can be installed as an add-on into the Spring Tools 4 for Eclipse as well as into a plain Eclipse installation, if you still have projects that are not migrated to Spring Boot and/or you would like to continue to use features of the previous Spring tooling generation that aren't yet been part of the all-new Spring Tools 4.

The version currently listed in the Marketplace is 3.9.15.SNAPSHOT. Shouldn't it be 3.9.14.RELEASE?

This question got also posted as a GitHub issue here: https://github.com/spring-projects/spring-ide/issues/420 - answer included. The short version is: yes, this is correct due to the fact that only a specific snapshot build of STS3 is compatible with the latest STS4 release.

Using Eclipse Market place I am tryin to install Spring tools 3 Add on for Spring tools 188.8.131.52.CI and getting the below error. please help.

That migt be an issue with the certificate not being around in your local keystore. If you search on stackoverflow for the error message, there are plenty of suggestions - but they might be a bit cumbersome and tedious to get right.
As an alternative solution, you could try to install the STS3 components manually from the update site and switch to http instead of https, if the error persists.
