FBToolkit is a suite of plugins targeting flex/actionscript developers.
The suite consists of:
CodeGen: A easy configurable template based code snippet generator.
FrameworkDownloader: A tool for downloading and unpacking external framework
files with support for http download, svn and git repositories.
TaskTags: A blueprint of the Java TODO/FIXME Tasktags for actionscript and mxml
files. Support the same configuration options as the Java version.
Robotlegs: A codegenerator tool for projects using the Robotlegs framework.
Includes multiple wizards for generating code, all template based. A view giving
the developer a easy overview over the Robotlegs components in the project.

It looks to me that you have not installed flashbuilder, that is what the error msg indicates.
