This is very basic plugin, it is Eclipse HTML toolbar for source code editing.
It works as any other toolbar in HTML source editors - select part of text, and click on tag. There is no configuration.
- Install / update
- http://www.specihost.com/eclipse/sn_toolbar/

- Inside Eclipse select Help -> Install New Software...
- Add a new site using the url above to the Eclipse Update Manager.
- Select SN Toolbar and click next, next...
- Reboot Eclipse and - enjoy clicking.
