If I download the source I can get this to work with pageant, but if I just install from the marketplace or from the update site, I only get ssh-agent support.
Is this deliberate, or an oversight?

Sorry, I only added ssh-agent support because I don't have access to a Windows machine. Feel free to contribute the Putty Agent binaries and build changes via pull request.

The code all works. All that is missing I think is that the plugin isn't included in the feature, so isn't in the update site. I didn't do anything at all, all j did was download the source code, imported the projects into eclipse and ran it and it just worked.

I got an error "The following solutions are not compatible with this version of Eclipse".
I'm using neon.1 on windows.
