I am using Eclipse neon2 sitting behind a Proxy. I'm trying to install Pdf4Eclipse and the Install butten and also the Provided Link: borisvl.github.com/Pdf4Eclipse isn't working.
I could install Texlipse over the same way, so I don't think there is a problem on my side.

Kind Regard and it is a grate work
