I have the same issue. More detailed message is:

Also if I try to manaully do "Install New Software..."
a) I cannot expand any items from https://download.eclipse.org/eclipse/updates/4.15-P-builds/ (top-level items exist, but they kind of empty).
b) But I can expand items from e.g. http://download.eclipse.org/eclipse/updates/4.15

Wasn't sure how else to get the word out, but for me deselecting the two "Eclipse PDE" packages during installation fixed the issue. Eclipse PDE seems to be optional packages that most users don't require, and trying to install a patch for packages you don't have causes the install to fail

If the eclipse you have contains PDE then it is recommended to selected the PDE packages. However, if your eclipse doesnt have PDE, you can skip PDE packages. That should work fine for java development.

In the project facets, still only Java up to 13 is available. Can you pleasse modify the Java 14 support to also allow Version 14 Java project facet?

Project Facet is added by Eclipse WTP Project and should be available in 4.16 release in June 2020.
