The problem has been fixed. We had some issues migrating the repository on GCP to a new org. It's back up and working.

I still have issues during installing the plugin and would appreciate your help.

Both those artifacts download for me and I have had reports it's working for other folks. Can you download the artifacts by trying those urls in a browser?
