Also installs the XML, XML Schema, and DTD Editors from the Eclipse Web Tools Platform project, and in more recent releases, LSP-based JavaScript support in the Generic Editor courtesy of the incubating Wild Web Developer project.

How do you render HTML using this tool?

Hello

I'm not able to render even the simplest HTML using this tool. The Web Browser option is set to 0. Internal Web Browser, but selcting Open Web Browser only shows a blank page. 

Please provide more detail on how the tool can be used to render web pages.

Please post about it with more details in https://www.eclipse.org/forums/eclipse.webtools . I'm not sure what you're asking about.
