Is Eclipse Reccomenders still available? I get "No repository found at http://download.eclipse.org/recommenders/updates/stable/." when trying to install it.

The stable download url https://download.eclipse.org/recommenders/updates/stable/ brings a 404 and the code recommenders main site seems to be archived? Is the eclipse recommenders plugin closed?

Yes, the Code Recommenders project has unfortunately been archived due to lack of active committers.
